I had a similar issue that in the short term was corrected with a reboot.
Later I discovered that one of my Internet Mail connectors was corrupt. Had to delete force re-route and then recreate the internet mail connector on the problem server.

Here's something else to check. Not sure if this is either of your cases or not. I had the same error last week when testing my disaster recovery plans.
I was logged in as administrator but made the mistake of typing our "services admin" account when asked during Exchange 5.5...

The other tool that you can use is eseutil its a offline cleanup tool. If you do a keyword search on the board you find others discuss it as well.

We are running 3 srvr (1600 users) Exch 5.5 in NT domain in the states. We have a 15 person office in Australia (W2k AD domain) that complains of the time it takes to email each other.

I have used the eseutil successfully multiple times now.
It took me a couple of times to set the path correctly, but once I did, I just created a batch file to run it. Was I scared....you bet. But it worked without any problems.

This is because Microsoft didn't give rules enough space when writing their software. There is a 32Kb data limit for all rules per folder and "Out of Office" messages are stored as rules. It may help to clean some old ones out.

One more thing, If your user has offline folders (i.e. *.ost) file you should delete it and create a new one, it will sync with the updated information.
The first sync may take a few minutes but once created the following sync's will run faster. Exchange Administrator/
