You are absolutely right. The point I was getting at was that you often get an organisation where some, usually novice, programmers get relegated...
There are some very good ideas here (and a few more of my own below), but it is very important to remember that people aren't stupid. If you do any of the above and people suspect your motives it will have no effect or even a negative effect. Are you reading this to find better ways to exploit...
