Try checking the Event Viewer (right click My Computer>Manage>Event Viewer) for any information about problems that may be occuring. It may be a problem with a service failing to start.
Try going to Control Panel and choosing Add or Remove Programs. Choose Add/Remove Windows Components. Deselect Internet Explorer and select Next. After IE has been removed go through the formentioned steps only this time reselect IE in the Add/Remove Windows Components. This should work for you.

If you are looking at trouble shooting hardware related problems I would start with the Device Manager (right click My Computer and select Manage from the menu). If you would still like to look at the Event Logs after looking at Device Manager go to Event Viewer in the same console.

In the registry go to the following key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\UnreadMail
Create new DWORD MessageExpireDays. Assign Value 0
In addition to msconfig run regedt32 and go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run. Remove any refences to programs that you do not want to start at start up. This is more powerful than msconfig.
