    2514 router setup and configuration problem

    You can get the boot rom for free from Cisco just pay for shipping. It will work with 8 meg the newer bootRom is needed for 16meg flash which is what you want anyway. Notice it didn't recognize the flash.

    "debug dialer" will tell you what has triggered the call. More than likely you have a dialer list that permits all ip traffic and tha is linked to the BRI0 interface. Post the config.
