Can anyone point me to whitepapers that list character restrictions (if any) in Active Directory passwords? I am talking about the use of puctuation marks, spaces, tildies, bangs, colons, equal signs and anything else on the keyboard.

Try restarting the APS server. If you don't have issues with restarting the physical server where the APS resides I would do that. We occasionally have NT account refresh issues and that is our quick fix.
Do you have a stop pop-ups program running? If you do, turn it off and try again. If that doesn't work you can turn on advanced auditing for the web content directory to see if iusr_[servername] has rights.
Does anyone know of a tool to monitor the number of sessions the users are running. We are moving to CE 9 and changing from named to concurrent licenses. Our user base is growing. We currently have CE 8.5 and CR 8.5. I can get a general idea by going to the APS server properties in the CMC but...
