Yes perl is install and formail.pl is in the cgi-bin. The cgi-bin is in the www.root directory

OK I fixed it. Started the system in safe mode, went to "control panel" system, device manager, sound controller and remove all drivers. Restarted the system and reinstalled correct drivers. Sound now works great. Thanks to all who aided in my problem
