This will really depend on what you are trying to achieve. It is possible that you will need to implement some modules from the HR and Payroll systems, including the Payroll Management module, but this does not mean that you have to implement payroll.

Only if you load the cumulative statistic as a condition reading. If you are collecting operating statistics why not set up a maintenance schedule task that creates a work order when the statistic is reached?
You should be OK with MIMS 4.3 running under Solaris 2.8. However you should check with your Mincom Account Manager as it is the combination of MIMS release, platform, database and scheduler that will give the definative answer.
I am sure that it is happening to some extent here in Australia but as our cost base is lower than the US or the UK, and the education standards are at least as high, the pressure for companies to relocate jobs overseas is less.
