From experience this is usually tied to the VPN or firewall. I feel for you these issues are hard to troubleshoot normally. If your not the network/it guy you may want to bring him in. Certain VPNs standards are less voip friendly.
You may want to consult a professional if you are asking where to buy a card. The cards have preloaded information in them and you can not just put one in and "program it". You need an Avaya tech/rep/partner to link those number to an Avaya license and from there you can purchase whatever...

So I have a new employee and setup twinning as I would any other user. For some strange reason when I twin to his phone, his voicemail picks up the call immediately. When I call his cell phone (from the same Avaya system) it rings just fine. So weird as the phone should not see anything...

Yea I have dozens of 9611g laying around. I just unsoldered and resoldered a speaker from that phone into the j179 and it works fine. The 9611g's speaker has a magnet built into the speaker and not glued to the back like the j179.
id offer more guidance but first check if allowed and possible from your provider (likely not) before you makethe same mistake as me and spend 1000s of hours to end at it not being possible
it works caller->ip office system calls cell phone on basically 3-way. there are ways around it but they are advanced and it has to be legal and allowed in your area and by your provider. it is called spoofing and illegal/frowned upon in many areas.
