Well I had some luck. It appears there were a bunch of registered SIP extensions on ports that no longer had extensions assigned to them. Cleared them by assigning extensions to these ports then deleting with 90-23-01 (from a handset, as these ports wouldn't show up in WebPro and I'm not sure...
Sorry - I listed my IP licenses in the OP - I've got 28 IP Terminal Advance (No. 5111). No MLCs or NEC Softphones, just the 2 3rd party SIP phones I mentioned in OP.
I have released and reregistered a couple, but I still hit the limit when I get back up to the 12 total IP devices.

I am seeing a full port error on new DT700 extensions that I'm trying to register.
Existing system has 10 DT700's and 2 SIP extensions, working normally. We purchased an additional 12 DT700s and 14 new Advanced IP terminal licenses.
Phones are configuring just fine, but show "Full Port" once...
