It still is not working, I will try this. It is only site to site that is not working. Why is it not acting as if its going out over the trunks? How does an analog station decide which location it is part of? What if I want to route this one machine over a pass-through codec and everything else...
Have you tried to busy-out, reset, and release the board? What about remove announcement XXXX (XXXX = Announcement Extension). Also, try to WIN SCP into the board and delete it manually from there? List ip-interfaces val, collect IP address and use WIN SCP. Just some suggestions.

I have never had this issue, all of my files in that directory stay there until I remove them. Maybe try to upload the firmware using the Maintenance Web Interface in a web browser. Navigate to download files and choose the IPSI firmware to upload it to the server. See if it stays when you copy...
When I do a list trace on station 1505 while sending a fax from station 1505 to station 1460 I get the following:
