it looks heavy to manipulate, you could use ixipage to design your text into POSTSCRIPT and after it apply a converter from Postscript to PDF ...
Your design could then be done in any comfortable langage as Perl ...

If you program yourself the image, you should know that there is a scale feature in PS to apply before colorimage command : it can help you to fill all the space you want.
Anyway, if you convert it into PDF, see option "-s PAPERSIZE " of ps2pdf command.

Use command stringwidth to estimate the length of your text, and then calculate the x from left to have a centered text.
Do not forget the "pop" just after. (see in postscript cookbook)

You put text inside PS file, because PS has its own particuliar syntax.
If you were placing PS inside a flat file, this flat file cannot be readen by gs (or any other PS reader)
