That did the trick. By moving the lines from the processor card to the 308EC cards I am now able to dial out and use the phone system again.

I do have some expansion cards. This week I will work on assigning one of the CO ports on the expansion cards to a phone and moving the line from the U-verse router to that port to see if it resolves the problem. Thanks for the information and your post.
