What exactly are you trying to accomplish? a connection to your provider or to the SBC itself? The SBC really is just acting as a SIP firewall (Proxy) for IPO.

Sounds like the install team over thought the use of VM, You can change the answer time for VM to 30 seconds that would make the Transfer to the HG happen faster. VM Pro is a great way to make calls flow from HG to HG to HG..etc...but in this instance the overflow option sounds cleaner.
