If it is for one user that is a very strange issue. Can see your logic in thinking that it is an outlook/PC fault.
I would suggest that maybe instead of deleting the user just create a new PF and move the content. it will take you less time than setting the user up again.

Strange request came in from a customer where they have asked if it is possible to have a list of VDN's listed on the phone directory. They would require it to be editable and be able to omit numbers....
I can only think of a few work arounds using extensions with the VDN's as cover...
