Yeah, Just to advise you guys if you happen to run into this.
I used a Lexar 4 GB Thumb Drive, formatted into a 2GB partition with the Linux Install Files. I then had to play with the BIOS for the Hard Drive to change it from AHCI, to IDE LEGACY, then back to AHCI and the installs worked fine...
Its a function of the TTY Ports, as it could very well be that Multi-User Login is not supported or not configured properly within either the Configuration 1 (ld 17) or within the TTY port specifically.

Yeah. This information would be stored on the Communication Server in which your Telco team would have access to at your internal department. Your best bet is asking as mentioned above, directly from your telco team, a printout of your TN and DN.

To properly get into a 7.0 Switch, you will need to use SSH, which will ask for the RSA token verification, from there, you can login to the Linux Base (if co-res) or directly to the VxWorks. If you are running linux, then just issue command cslogin to get into the Call Server.
