You need to put a loop back plug (pins 1,2 4,5,)on the end of your t1 cable, with the vendor circuit out of it and run test again. If tests 138 through 144 all pass the problem is in the circuit coming from the vendor. if test 139 fails with the loop you could possible have a bad ds1 card or...
If its under system parameters customer options you need a high level login like init to change it. When I worked for Lucent we called that the money screen because we couldn't make changes from the craft login, it had to come from Denver tech support.
