Same result in safe mode, tried the winsock fix, and ensured no viruses or malware. Hosts file is okay and internet files have been removed. Looks like it is time to call Microsoft. Thanks
No proxies are involved. Yes it works on some workstations and some don't there isn't a pattern some workstations with x64 work fine others don't. Some 32-bit work fine some don't. Yes a smartcard user should be prompted for a PIN but it doesn't even get that far starts the handshake process...
Try stopping the Windows Update Service, deleting the c:\windows\softwaredistribution folder and restarting the Windows Update Service and running wuauclt.exe /detectnow. I have experienced this in the past and it has fixed the problem.
Same issue with non protected mode. It acts if it is not even trying to get to the site immediately responds with "Page Cannot Be Displayed" no matter in protected mode or not.
XP 64-bit but I am using 32-bit IE and 32-bit Smart Card Software. I have tried using 64-bit IE and Smart Card software but still experience the same problem. I guess the only other alternative is to try to repair XP and see if that fixes the issue.

Internet Explorer will prompt you for a smart card when you access certain sites but for some reason there are sites where it just goes straight to "Page Cannot Be Displayed" immediately without prompting for the smart card. WireShark shows the workstation...
