I believe you need to have server1 to keep your administration application / jvm in it. So, server1 is necessary. Later on, you may create cluster and add the nodes from other servers.

Wouldn't it be better to create another JVM for the same application? In that case you can have another port defined for it. Provided you're running it on an Advanced Version.

IBM has stopped supporting this version of websphere.
What websphere can do also varies on which edition you have.
But to continue getting the best out of Websphere 3, i would recommend you to upgrade it to version 3.5.
