Update: I have been told that the 8 bytes between the 9F and 8B bytes in the caller name facility IE are just encoding bytes. I've done a test without them and still no luck.

How long does it go into the alerting stage? If it's just for a second that means the call has no where to go. This can be caused by a required entry being missing or being incorrect.
