Actually I figured out how to do it myself! :) If you click on the selection arrow and go to options you can click 'auto select' and 'show transform controls' and it will do exactly both of those things! Thanks though!

It could be inside a different group that is not visable on the main layers box. You should click the arrows next grouped layers and look inside them. It could also be an issue with a transparency mask
