From personal experience I would not put exchange on your only server. If the store gets messed adn you have to rbuild your whole network is down. There are a lot more moving parts in exchange for that to happen. I would sudgest trying to scrape together money even for a pc with 2 140gb ide...
no you should be able to reserve the ip inside of the thresd. If the error is saying that it got a message from the client that it is not valid then somone on the network has that ip. go into leases in dhcp adn delete the one you are trying to reserve, then reserve it, then have the user reboot...
