In the end I gave up on Win32::Daemon due to the lack of resources, and apparently it is not supported in the latest version of Perl. Instead I used instsrv.exe ans srvany.exe

Problem solved! :)
The 'Full-Text Search' service was eating up all the memory on the server. Once I had stopped and re-started the service then everything began working again.
