Solution: The problem was caused by Norton NIS 2009. The problem was resolved by the following steps: Go into Settings - Miscellaneous Settings - Product Security and turn off 'Norton Product Tamper Protection'. Then System Restore worked.

This did not work, even with command prompt. Backup and restore center is unavailable in safe mode. It displayed and cycled normally in normal mode, but the process failed.
