Yes Transcend is a good choice for the Souix Falls area. The engingeer lives in the SF vicinity even though he is assigned to the Omaha office where there is a backup CS1000 engineer too. 800-793-5121 get to their service desk and could get you setup.
From what I have seen and read along with off the record discussions with Nortel engineers, COPs never got much traction in the industry and you won't see it in future offerings. At the time it was announced I thought it was a good idea but it never got much acceptance from other vendors.
Quick question to you. Is the Ethernet on both sides "up" by having link? They will not be pingable if the interface isn't up. Have you looked at the routing tables on both to see if they both see all three routes?
I'm a bit late replying as I am new to this forum. The 4500 switches were released as layer 2 switches but are supposed to get Layer 3 enabled in a later software release. That being said I would stick with the 5520 (I think it's the best price/performace from any vendor) it's very well...
