Turns out hpuxrules pointed me in the right direction. The tape was still pending because someone (not me, I assure you) had set the tape I inserted as write-protected.
One of my weekly full jobs running on a standalone tape drive filled up its tape on Saturday, so I came in this morning to find it waiting on me to put in a fresh tape. I did so this morning and the job hasn't resumed, and it's still waiting on a new tape.
