i might have figured it out. I have a bunch of SVIs on the Core1 4506 that aren't on the Core2. I am in the process of moving those remaining SVIs to the routed access layer. so Core1 is advertising those SVI networks using 10.0.0.1 and the test hsrp SVIs. Can someone please confirm?

Thanks for the reply. These are small site, with less than 10 phones. The command i was missing was "forward-digits all". Now i can dial out to numbers such as 911. I'll keep your suggestion in mind when we eventually migrate larger departments.

well, i got it going now. I didn't replace an existing gateway, i added a new one and mirrored the config. I had to add it to DNS and i had the module number wrong in CM. Thanks.
