You could see if you have installed the BCM050.R200.112-CORE-2.1-1.1 or later?
(The version of Core-tlephony should be 42.03.18.8 or higher)

You only need SU.system.11.

I think that the configuration and the DSM are OK.
However, you need conect someone phone to see the bus active.
When i don't have any phones conected, i see on MBM:
Bus 02 - > Unequipped
And when i conect some phones:

I only know a way to get a "Nortel pass": Asking to nortel technical support.
When i have got a "Case", they bring me the password of the day (is relationated with Unique ID) to generate some special logs.
We have test the solution "Steps to take if you are already in a failure mode" of the bulletin "2008008624, Rev 1" and after follow the steps of guide, the UM is working fine.
