paparazi is indeed correct about FSB (Front side bus) speed and your RAM speed; you want the ratio between the two to be as close to 1:1 as possible, so there is no bottle neck in the system.
However, this is really only important to a power user or developer (i.e. Gamer, Video/Photo editor...
The video card might have died.
Have you tried swapping out the video card? That's where I would start. If you don't have a spare card lying around, does the mobo have on-board video? You can test it with that.
Also (If on-board video is the case), try plugging the monitor into the on-board...
If you're buying the Intel Core2 Quad Q6600, the stock cooler works fine. I bought that processor over a month ago now and it runs like a champ at stock speeds. I haven't found a reason to OC it yet.
Are you gaming, video editing, etc?

Firstly, I would download the latest driver version from ATI's website. I noticed that ATI has a v7.9 released for your video card. I would uninstall your driver and install the latest version. Then see if the problem persists.
