dsmc retrieve replace option
Replace=all means if it find any file pre-exists TSM will replace it with new file which search criteria gets. THX- exit4u

Why won't TSM services start?
You don't need client acceptor daemon to start scheduler service. I start scheduler service using local system account. THX- exit4u

monthly full backup
You can right script which updates policy to reflect Copy Mode: absolute every month.So it will perform full backup on that day for that policy , once backup done . Then update policy back to Copy Mode: modified. Good luck .- exit4u
