Some NDMP specifications do support the EXCLUDE option. NetWorker does support it, although I haven't tested it...you certainly could try it with 6.x, and I'm sure it would work with 7.x.
If you are doing NDMP backups, there are a lot of fixes in NetWorker 7.1.1, so definitely use that version...
Snapimage (aka NDMP Tape Server) is an NDMP version 2 product. Try setting ndmp to version 2 on the netapp.

Try putting the raw device name in as the saveset name. At least on Windows, this works starting with networker 6.x, so you don't have to use a .nsr file. I believe it is similar with unix.
For instance
save /dev/rdsk/c1t2d3s4
Don't know how it works if you use a cooked alias.
