Heres what I would do:
Have them create a pst file and export their contacts to it. Save the pst file to media or a secure transport server (ftp). Log in to a dedicated email workstation and import the pst file into Outlook for each profile/user.
Im sure there is a better method out there...
If the XP boxes dont have KB931836 installed, their locks will be off. This update came out mid-February. Do you have automatic updates disabled? Are you using WSUS?

As stated on your site, I am getting the same error on both of my exch boxes (different domains). The user I created "dstuser" has full rights to the information store, is not part of any admin group on the exch boxes but is a local admin of the workstation that I am running the updates...
