Thank you for your concern , maybe the way you told is suitable for routing issues , but what about remote access ? can ISA serve remote access requests ? So I think there must be another solution here .

When I apply the changes in microsoft isa server 2004 standard edition , the routing and remote access service stops responding and enters the stop state ! So I have to reconfigure the service each time I apply a change . Can anybody say what's the problem ?

I Dont think that's because of a policy , It's something between ISA and routing and remote access . besides , I have not set anything in the section you said .

so i've been chased yesterday ;-) yes i fixed the problem and I wrote the clue in that thread , and also this problem is solved , using a FTP server instead of tftp ! it's so odd but it was true .

thanks folks for your concern , I didnt find out the real cause , but i did a trick and my problem is solved .
I issued this command : xmodem -r <IOS> , so the router didnt save the ios on the flash and instead used it to boot . then I erased the flash and copied the ios again from a tftp...
I uploaded another file and it successfully uploaded ! is this anything about buffer or anything like that ? maybe the buffer of that binary file is different with the one in the router... ?

when I upload my IOS file to a 3660 router from tftp server with "copy tftp flash" command , it starts to read the file but after reading 4096 bytes it stops and gives me this error :
Loading <IOS> from <Server> (via FastEthernet0/0): !
Loading <IOS> from <Server> (via FastEthernet0/0)...
would you please let me know how to erase flash in rommon> environment ?
besides , note that the page you've pasted it's url is about 2600/2800/3800 series router !

I looked in rommon> and found out there isnt any tftp command there . IOS recovery is only available by xmodem command . still waiting for a clue .
