GALMOD is certainly the cheapest (free) way to do this. It is kind of a pain and does not update all of the common attributes (state, department, company...) Plus, you have to get it deployed to the user's desktop since it is not integrated with Outlook.

I just checked my Exchange server and there is no actions for .CONFIG. Is your OMA broken? I don't think there is any type of registered file type for .CONFIG files. You may have added one if you had ever edited the web.config file.
