right click on "my computer" go to Properties -> device manager.
look for your USB controller, if it says 2 then it IS 2.0, if it says nothing, you have USB 1, 1.1.
USB 1.1 is as slow as a snail. Might try to get a PCI card that supports USB 2 or Firewire (if your external HDD supports it)...
yep, lots of people had this problem on some shuttle forums, they won't boot, iirc the cure is to boot with one card, install the newest drivers ATi, and then put the new card in.
Still, that 250W seems a little skimpy.

you need a PCI card, I assume, but why needing another card? why not get a card to replace the one that is in it now?
maxtrox has quad support, if you're looking for that, 2 cards with 2 outputs.
