There is no way to really control the precedence of GPO processing. Best thing I have been able to come up with in the past is to create a separate OU, create a GPO for that OU, then block inheritance at the OU level.

You'll need a software product like Acronis to repartition the drives. With products like Acronis, you boot to the disk and it will walk you through repartitioning. If you're not comfortable with this, as it can get very technical, I would call a service provider to get this done for you...
