Chances are the security system at the location of the ACS is picking up. Most security systems are programmed to answer a pots line if the line has received a call with only one ring followed immediately with another incoming call on the same line.
Ask your customer which line the security...
I wonder if the receptionist answers the first call, places it on hold, then hangs up the handset. If she then presses "speaker" it will answer the ringing line before she gets a chance to press the intercom button. That would explain her complaints. You almost have to watch what she is doing...
We all love partners, but, you can go to OfficeMax or Office Depot or something like that and find regular, analogue, multi-line phones. They have hold buttons, line appearance, and intercoms. No control unit is necessary. The phones plug in just like regular phones.
Your caller may hear fax tones if they call in a line of yours that is connected to a security system. Most security systems have a feature that allows it to be "dialed into".
