Outlook not downloading emails from exchange
The cable seems fine as internet and other network resources not having a problem. Windows firewall turned off, even tried without antivirus on. Flushed the DNS. Also tried restarting the Microsoft connector for pop3 mailboxes, Microsoft exchange information store and Microsoft exchange POP3...- markcia

I'm trying to solve the same problem with one of my users. Everybody else in the office can access the email fine except for this one user.
