I don't know one one particular software that does everything listed above but you can use CCleaner for cleaning temp file; registry;uninstall software; remove from startup; system restore. etc.... i also use spybot search & destroy and Lavasoft Adware removal
FOr network i use spiceworks but...
try opening the control panel (set the view how you want it but before you close control panel) at the top go to Tools > Folder Options > View > Apply To All Folders; this will also set all your folders to that specific view that you set in control panel.
i have never had that problem; have you tried scanning the PST/OST file for errors? also try using this free tool that helps alot in outlook http://www.howto-outlook.com/
