The solution to this had to do with Windows 2000 system variables, as the user did not have access to the location where Notes writes a temp copy of the HTML / .GIF signature.
After the system variables were changed, the .GIF file was able to be used as a signature.
When a user tries to copy and paste something from an Internet site to a New Memo, the user gets the error:
