If you don't have any backups then a full instalation will probably be the only way. You will then have to do a dcpromo and recreate the domain, you'll then have to re-create the user accounts and then re-install exchange.
Unless you can fix the hive I can see no other way.
I have a RAID 5 Array on an "HP 641 smart array controller" with 2 partitions. 1 partition is the OS, the other is shared data. The OS has been successfully restored using symantec Livestate onto the 1st partition.

out of curiosity can you tell me why you prefer Acronis? What functionality or improvements over LiveState does it have? It does look promising but I've never used it, I may get it if it's better than LiveState.

Yes you are correct, you can restore the image to another server, as long as the new server had the exact same hardware.
No, unfortunatly the hardware needs to be exactly the same, so it would be wise to build your server farm with identical servers and buy spares for them.
