Other than the product key you used when installing CCM, there are no license configuratoins required on the Call Manager for physical devices. There are guidelines to follow as far as how many devices are support based on the hardware you're using for the CM servers.

I'm involved with something similar now. Different equipment though. We are using a fully meshed VPN. You need to set up tunnels from one remote site to the other in additino to the tunnels created for the CM network. Be careful this will degrade Voice quality.
