I've had that problem as well. The bounding box is there, but you can't grab at corner points, nor can you rotate. It still rotates if you use the rotate tool, but nothing with the black arrow tool.
The only way I've figured out how to fix this is to restart the program.

Clipping path around the edge of the item you're talking about. You draw it with the pen or pencil or whatever, then Ctrl-7 or Cmd-7 (Mac) with both selected and the edges should disappear.
The way that I know how to do it (there may be better ways) would be to export your path to AI from PS, put it over your image, and make a clipping path. It will just hide the rest of your image, not delete it, so be sure that your img doesn't go far beyond what you plan on clipping (ie, don't...
