This happened to me a couple times.
The only way I could get everything back to 'normal', was to use ntdsutil on the DC I wanted to keep, then removed info from Active Directory about the DC I wanted to remove, then I re-installed that DC from the beginning.

I have this problem when logging in to a server with Terminal Services or other remote administration programs. Sometimes, the 'case' of what I'm typing is reversed. I forget why. Ask anyone if they have logged in with a remote administration program.
I've had problems backing-up, to or from, an IDE drive. I think they are just too slow compared to SCSI configurations with RAID.
If I had to backup to and IDE drive, I've used a slower network connection.
The easiest way is to change the host record (WWW) in DNS. Don't do anyhting else.
If the IP address changes are causing you grief (even if it is once or twice a year), I would bring the web site in-house.
