I found an EXCELLENT white paper (from a college!) out there explaining, in lurid detail, the differences between PPTP, L2TP, and IPSec. We had engineer here who INSISTED that IPSec used CHAP. This paper straightened that issue out.

You have to disable the service; I couldn't find a way to uninstall it either. From the control panel:
1. Open the Windows Control Panel by clicking on the Start button, then "Settings" and then "Control Panel".

I don't know about that specific model, but the 3000 series supports group names and passwords that can be pre-shared and stored long-term on the endpoints of the tunnel. That is in place of certificates.
