This would depend on several things:
1. What server?
2. What kind of RAID card?
3. What is the firmware of the RAID card
4. What is your RAID setup? (Raid 1, 5, 10)

I have seen this before. What does the BIOS show? 4GB? If so, then the Dell system is most likely allocating some memory to PCI hardware, and also to Hot Swap PCI. The hotswap can be turned off in the BIOS.

Update your SCSI 39160 Driver to the latest. I have seen this fix many slow performance issues. You can download the latest from Dell's http://support.dell.com site.
