Is that feature set available for download only from the Cisco site? Seeing as I don't have a contract...I currently cannot download new versions of IOS.

I already have that in place. What I meant was to assign my server the public address y.y.y.y and when its packets are passed to the router, they are routed, but not translated through NAT.

the "top down" issue was my problem. There was an allow statement that was being executed before my deny statement.

but shouldn't "ip access-group 121 in" stop these packets from reaching my machine? The packets are still coming in with a destination port of 135.
I will add the "ip access-group 121 out" command and see what happens.
