If you can tolerate som 'group already running' there is another solution:
1/ Configure one group, always incremental, runned each hour fromm 00:00 on.
2/ With crontab/at.... generate that same group at 23:55 with the parameter: -l full

When the Networker client on Linux machine runs a save, it may answer the Networker Server by using the first name corresponding to it's IP adress, in your case: localhot.localdomain
Y'll find in the client's /etc/host file, a line such as:
ii.jj.kk.ll localhost.localdomain client_name...

There is a direct method, using the group+drive save-set parallelism to regulate drive use.
The 9pm group should have it's savegroup parallelism set to the value of the "Max [target] sessions" of your drives.
Thusly, the 9pm group cannot use more than on drive.
