Not Logging Out When Application Exits
We had a similar issue with acrobat launching a process named wisptis.exe and not closing it down when exiting. CMC displays GMT
Cameron Did you find a solution for this, I am experiencing the same issue on our FR3 farm CMC shows GMT and on our FR2 farm the shows logon time is 1 hour ahead. This happens either running the CMC from server or worksation. We are also on GMT +10. Thanks Margaret- mhathaway

ICA Client not connecting to Citrix server
Had a similar problem with Program Neighbourhood agent and it ended up being a terminal services licensing problem where the License server was not available, might not be this but worth a check. Cheers- mhathaway
