Problem solved. Tried reinstalling the tcp/ip stack in windows - no luck. Put in an ethernet card, configured it and it works fine. SO the problem must be in the onboard NIC I was using, as opposed to a windows tcp/ip issue.
I tried the winsockfix.zip utility, but that didn't help any. Thanks for the suggestion though!

SO I just replaced my motherboard because my old one bit the dust... I replaced an Epox 8rda+ with a DFI NFII ultra. Both boards use the same nforce2 chipset, so loading windows was no problem (no inaccessible boot device BSOD). However, I can't seem to get the NIC adapter to respond...
problem fixed. I tried flashing the BIOS with a bootable CD, but that didn't work. I went out to Microcenter and got another motherboard with the same nforce2 chipset (different manufacturer), plugged it in and boots like a charm.

I bought an SMC wireless router, plugged it in and it works like a charm.
Guess the Belkin routers are POS's. From now on, I use them only for cabling needs :)

Well I think I finally figured it out.
I moved the RAID controller and one Maxtor drive to the Abit KT7 mobo, and reinstalled with it as a single drive RIAD 0. It failed on boot looking for ks.sys

I disconnected one of the drives from the Promise RAID array and plugged it directly into the motherboard. I ran the W2K setup, and everything worked fine - I could boot into it, the setup proceeded normally, etc.
So it appears as though its something with loading the Promise...
I would say first narrow it down to the monitor itself or the video card by putting another monitor on the machine and see if the problem persists. If it does, then I'd guess it's the video card, if it doesn't, then it would indicate the monitor is going bad.
I've seen more monitors go flaky...
