The Calendar1stqtr function refer to the current calendar year only. If you data is dated prior to this year you will get 0.
The select statement should possibly read

This question was raised again at the Australian user Group Conference and Crystal Decisions did not have any clear answers as to when the product would support dynamic pick lists. Hopefully in the next version.
You need to select the Date and Year component of the Date as a first reference using Month() and Year() functions.
Then do the same using the time() function.
Bear in mind the change of time from 12:00:00AM TO
time(0,0,0). The On line Help on the Time Function is very useful.
